Formation of nuclear knowledge management programmes in nuclear organizations is essential for making sure that competent human resources are available in all phases of a nuclear facility lifetime.There is a risk that in the absence of knowledge management programmes, critical knowledge can be lost between different phases if it is not properly codified or transferred in advance, since every phase of a nuclear project may require a different set of competencies.Other risk factors and knowledge gaps, such as personnel attrition, retirement, and reduced knowledge transfer between generations, can also be significant.The IAEA recognizes that there is a need to focus on the implementation of a knowledge loss risk management (KLRM) methodology to provide assurance that knowledge preservation and transfer programmes are in place throughout the different phases of a nuclear project.A KLRM process may include (1) a risk assessment of the knowledge loss focusing on risks associated with employee loss, taking into account factors like attrition, the importance of various positions, knowledge transferability and knowledge codification, (2) developing actions to mitigate identified risks, and (3) monitoring and evaluating the effectiveness of KLRM process.
