Building Regulatory Capacity in Jamaica: IAEA Welcomes Delegation from New Jamaican Authority

Ahead of the 2018 launch of a national technical cooperation project[1] focused on strengthening capacity in radiation safety and protection, representatives of Jamaica’s new Hazardous Substances Regulatory Authority (HSRA) visited IAEA Headquarters in Vienna from 4 to 7 December 2017. This first meeting provided a sound basis for the continued development of Jamaica’s regulatory infrastructure for radioactive sources

The HSRA delegation — composed of Mr Junior Gordon, Professor Ishenkumba Kahwa, Ms Tracey Ann Alicea Warner, Mr Lindon Fitzgerald Brown, and Ms Yvette Sutherland-Reid — worked with experts from the Department of Safeguards and the Department of Nuclear Safety and Security to identify potential fields of future cooperation. They also met with Agency officials, including Juan Carlos Lentijo (Deputy Director General, Department of Nuclear Safety and Security) and Luis Longoria (Director — Division for Latin America and the Caribbean, IAEA Department of Technical Cooperation), and toured the IAEA Incident and Emergency Centre in Vienna and the nuclear applications laboratories in Seibersdorf.

The HSRA began its work regulating practices and facilities involved in the use of ionizing radiation and nuclear technology to protect the Jamaican people, property and environment in September 2017. The regulatory authority was created in accordance with Jamaica’s Nuclear Safety and Radiation Protection Act, 2015, passed in July 2015 by both Houses of Parliament.
