It is not intended to repeat basic requirements such as those detailed in the Safety Standards. The set of model regulations is intended for use by both users and regulators. Registrants/licensees may choose to follow the guidance or may propose alternative measures that provide an equivalent level of protection and safety. Regulators can use the guidance for reviewing applications for authorization and during the inspection of facilities.
