A properly established governmental, legal and regulatory framework for safety provides for the effective regulatory control of facilities and activities that give rise to radiation risks. An important aspect of a regulatory framework is to ensure that the implementation of the regulatory programme is commensurate and proportionate to the radiation risks associated with facilities and activities, in accordance with the graded approach. The implementation of safety requirements in accordance with a graded approach is extensively covered in the IAEA Safety Standards.

Lessons learned from IAEA Integrated Regulatory Review Service (IRRS) missions and Advisory missions highlighted that the understanding and application of the graded approach in the regulatory functions differ between Member State. In addition, Member States have also stated that they are still experiencing difficulties in applying graded approach in a systematic and documented way, into their regulatory programmes.

The IAEA has initiated several activities on the development of guidance documents related to the use of a graded approach.

Objectives of the webinar

  • To provide overview on the application of the graded approach for the regulatory control of facilities and activities with radiation sources.
  • To provide overview of criteria and factors to be considered for the development of a graded approach method.
  • To present practical examples of the application of a graded approach in the regulatory functions in three Member States.
