Introduction

A major public event (MPE) is a planned national or international event, classified by the State as ‘major’, requiring implementation of a security plan. The organization of an MPE in which a large number of people congregate, such as a sporting contest or high-level political meeting (which could include high ranking State authorities), presents complex security challenges for the host State. MPEs draw public interest and receive media attention. This makes them attractive venues for demonstrations, protests, violence, or any other action that can be used to draw attention to a cause. One particular area of concern for States is the potential for organizations to use these events as stages for criminal acts and acts of terrorism, including those involving nuclear or other radioactive material.

IAEA Nuclear Security Series No. 18, Implementing Guide on Nuclear Security Systems and Measures for Major Public Events (NSS No. 18), published in 2012, provides an overview of and guidance for designing and implementing nuclear security systems and measures for MPEs.

This webinar is aimed at those working at national policy, strategic and planning or decision-making level, senior level nuclear regulators, command level representatives of law enforcement agencies and/or military, and other organizations involved in the national nuclear security regime.
